2025–2028 planning framework

Strategic development roadmap 2025–2028

A four-phase framework for organisational development, education programmes and long-term sustainability.

Planning status: These phases describe MIPN’s intended direction. They are not a report of completed milestones. The framework does not assign individual years or confirmed launch dates to each phase.

Phase 01

Establishment and coordination

  • Pursue formal organisational registration and seek support from government and the private sector as envisaged in the establishment plan.
  • Develop education integration policy proposals spanning secondary schools, higher education institutions and skills centres.
  • Arrange stakeholder dialogues to identify education needs and challenges. The plan identifies education institutions, industry, HRDC, PERKESO, PUNB, small and medium enterprises (SMEs), and non-governmental organisations (NGOs) for potential engagement.

Phase 02

Programme development

  • Develop industry training programmes involving higher education institutions and skills centres, giving learners opportunities for practical workplace experience.
  • Explore recognised short courses to improve individual skills, with any recognition or certification subject to the relevant providers and approval processes.
  • Seek corporate collaboration to establish scholarship funding for students with limited financial resources.
  • Explore dedicated grants to encourage education research and innovation.

Phase 03

Expansion and income generation

  • Explore training centres and skills academies offering professional courses to communities and industry.
  • Develop education consultancy services for institutions in Malaysia and overseas.
  • Explore education tourism through learning programmes for international students interested in studying in Malaysia.
  • Develop a paid online learning platform with quality education modules to support sustainable income.

Phase 04

Sustainability and consolidation

  • Explore wider education integration programmes across ASEAN and internationally.
  • Build prospective strategic relationships with international universities and global education bodies.
  • Explore artificial intelligence (AI) and Big Data applications in education and skills development.
  • Develop an Alumni Fund concept that invites successful alumni to contribute towards future education initiatives.

References to government agencies, employers and other bodies describe proposed engagement. They do not indicate confirmed partnerships, endorsements or funding commitments.

Regular monitoring, impact evaluation and stakeholder feedback will guide improvements and help assess educational and community benefit.

Sustainable resources for education

The plan combines paid education services and commercial activities with scholarship fundraising, subsidised learning and community support. MIPN seeks lawful, sustainable income sources that support its educational and social objectives.

Proposed activity areas include an IPTS and TVET education symposium, the Malaysian Education Prestigious Awards, learning resources, professional development and institutional support.
